The Virginia Beach Boardwalk is known as the "resort area" and has a large array of restaurants, beach shops and experiences (Old Time Photos, Mini Golf, Parasailing etc.). During the summer it can be busy but it is also fun to visit during the off months.
For a more peaceful beach experience find a street parking spot above 70th street where you can avoid the crowds a the main oceanfront area.
