So most people go to the Bundestag, wait in line, go to the roof, and thats it. What you really need to do is take the historical tour in english. If you are even mildly interested in german history / history in general, this tour is amazing. There are several others, but this is the one to do. After the tour you still get to go up on the roof. This takes some preparation though. Normaly you need to book online at the Bundestag website at least 6 months in advance (have your passport info handy)..... less then that is possible but unlikley.

The parliament building. Search online and book 2-3 weeks ahead a free guided tour. You will need to have your passport with you.
